The answer will likely depend upon the formatting of the digit. Are you given any other information, such as a graphic? Are there any restrictions on the number or type of cuts which can be made? Can the cardboard be folded, etc?

Along the same lines of what Stapel said, the answer may also depend on what's considered a "number." For instance, a solution springs to my mind if Roman Numerals are considered "numbers", using just one cut. The reason why I think Roman Numerals might be considered is that they're often included in matchstick puzzleshttp://matchstickpuzzles.blogspot.com/. Another thing to consider is that sometimes spelling out numbers in words is involved. Perhaps you're meant to cut up and reassemble the cardboard such that it spells out the phrase "two numbers."
 
Without seeing the original presentation, it's hard to say what this exercise is about. Can you upload a cell-phone image of what you're looking at? (Please crop and properly orient images.)

I can cut the 3 below into 3 pieces, from which 1 and 2 may be formed. 8-)
