Here's a hint: perpendicular lines have slopes that are OPPOSITE RECIPROCALS.

So...start by finding the slope of the given line,
3x + 2y - 8 = 0

Then, the slope of the line you're looking for is the opposite reciprocal of the slope of the given line.

Show us what you've gotten up to this point, and we can take it further.
