I think we have an answer.
4 9 10 1 3 6 8 2 5 7
Count the letters in the word "one" o-4, n-9, e-10, and the next number is the 1. Pull it out.
Starting from the next number after the 1 (the 3) they would now be lined up as 3 6 8 2 5 7 4 9 10. Count the letters in "two" t-3, w-6, o-8, the next one is the 2.
New lineup - 5 7 4 9 10 3 6 8 - the next number is three so t-5, h-7, r-4, e-9, e-10 - next number is the 3.
Etc, etc... eventually all the numbers are lined up in order.
