equivalent matrices

I know that for 2 matices to be equivalent, they must have the same dimensions. However, does [x y] equal [x y]? The first one is a 2 x 2 and the second is a
[0 0]

1 x 2, but since the bottom row is all zeros can they be equal? In class we had

[x y] = [2 5]
[0 2r] [0 3] and we needed to say what x, y, and r equaled. The teacher

made it sound like the zeros were place holders that could or could not be there. In this last case, I know the zero has to be there because of the number 3. But what about in the very first matrix?[/code]
 
When I typed my question I had the zeros lined up under the first set of x and y as if it was a matrix. I don't know how to type in a true matrix. Sorry
