Estimating by setting the bound as two standard deviations

Hi everyone, i m quite confuse that the question stated below.
Anyone can teach me how to solve it?
Is it need to start to solve the error of estimation of 4m3/ha in order to obtain back the total error of estimation which is 24?
Then i proceed to sum up all the population of free and population variance.
By using the formula, i will get the total sample size n right?
