The problem states:

"...will be Q(t) 104(t2 15t 70) tonnes, 0<or equal t<or equal 10."....... That does not make sense to me! Please review and post edited version as necessary.

I don't know what "Q(t) 104(t2 15t 70)" means! Is it possible that you mean
"Q(t)= 104(t^2+ 15t+ 70)?

a. How much waste has been accumulated up to now?
The formula is for "t years from now". What is t now?

b. What will be the average rate of change of this quantity over the next
three years?
How much waste will have been accumulated 3 years from now? Subtract your answer to (a) to determine how much will be accumulated in the next three years. Divide by 3 to determine the rate of change in "tonnes per year".
