This is neither geometry nor trig; it is basic arithmetic. The places to the right of the decimal are: .tenths, hundredths, thousandths, ten thousandths,... So you have an 8 occupying the ten thousandths position. Yearly growth is measured to the nearest ten thousandths cm.
