On the lattice shown, the vertical and horizontal distance between adjacent dots equals 1 cm. How many line segments of length 5 with ends at the points of the lattice are there?

You are interpreting the question incorrectly.
You can have 6 horizontal lines. Rub out the red lines - once you've used a point doesn't mean you can't use it again.
How many vertical lines?

The 5
units line that goes from each point on the edges, so we can just multiply 6*6
 
Now you need to consider any oblique lines of length 5cm.
Here's a hint:
A right angled triangle with sides 3cm and 4cm has a hypotenuse of ??cm.
