You can't. There simply isn't enough information. For example, you could move point A down toward R, while moving point C to the right, keeping that angle constant.
I am assuming you are learning trigoometry
Step 1: 9.64/2=4.82 this gives the length of RC
Step 2: decide if you use tan, cos or sin-You use tan because you have a side that is adjacent to the angle and you are trying to find the side that is oppoisite
Step 3: tan(58)=x/4.82
Step 4:4.82*tan(58)=x this is the length of AR if you have a calculator you will be able to find the approximate value
