Radial Distance?

I've taken a picture of my book and the specific problem that mentions radial distance is #3 (The picture is good enough resolution for easy reading with everything labeled in the visual at the top). No idea how I'm suppose to be calculating the Base Circle from "radial distance"... this is the context of using calculations on gears. Thanks!
