If you mean the following:

...then subtract the 2/13 over to the right-hand side, convert 3 to the common denominator, and combine and simplify to obtain your answer.
If, on the other hand, you mean the following:
. . . . .\(\displaystyle \frac{x\, +\, 2}{13}\, =\, 3\)
...then multiply through by 13, subtract the 2 to the other side, and simplify to obtain your answer.
