Use the formula w=91.4-(10.5+6.7(squareroot of v) -0.45v)(457-5t)/110. A person in minneapolis at 10F with a 15mph wind or person in Chicago at 20F with a 25-mph wind.

Please help I am not sure how to solve tis one.

w = 91.4 - (10.5+6.7(squareroot of v) -0.45v)(457-5t) / 110

given in Minneapolis case: velocity = v =15 and temperature = t = 10
start with:
(10.5+6.7(squareroot of v) -0.45v)(457-5t) ; plug in variables:
(10.5 + 6.7*sqrt(15) - 0.45*15) * (457 - 5*10)
Do the calculation; then:

w = (91.4 - your calculation) / 110

OK?
