If I were to do the problem:

I would break up the given figure into two rectangular prisms

Calculate the individual volumes and add

Calculate the individual surface areas and add (and subtract the common surface area).

It is one shape. Find its volume and surface area.

They have divided the shape into two cuboids, with measurements. As Subhotosh suggested, work on the cuboids separately and combine the results (ignoring the surface where they "touch").
