hierarchy statistical structure

I would like to create a hierarchy between the data i have but in a fair way. I think a calculation could be done using the data that is attached.

I must say i am no mathematician and this may be easy for you guys. I wonder if possible could it be explained to me in simple terms.

I'm not going to download and open a file of unknown origin. But I'll ask this:

What is being ranked in a hierarchy? How do you define "fair"? How are items to be ranked? What are the different categories, definitions, orderings, etc?

I want to find out what the hierarchy is between these. The problem is they have different run totals and i cant think of a solution?
