Can someone please explain to me how to write an equation of a parallel line when it gives you the points and an equation?

Please state exactly what the problem says! It makes no sense to talk about "a parallel line" because "parallel" is a relation between two lines. Second, it doesn't help to say "it gives you the points and an equation" without saying what points and what equation.Can someone please explain to me how to write an equation of a parallel line when it gives you the points and an equation?
