I need help solving this inequality problem

I'm not sure if this is beginning algebra or not, but here it is. If the maximum height of a trailer is 13 feet and 6 inches, and the height of a trailer without a load is 5 feet, what are the possible heights of loads that can be put on the trailer?

Do the instructions say to write this as an inequality? The exact wording of a complete problem can be very important.
