I can't able to solve or even start
"Find the liner equation that Parallels to the X axis and passes through the cutting point of the liner equations of Y=2X-10 and Y=-X-1"
Where to start?

If by cutting point you mean where the two lines intersect then:
You set the y values equal to another and solve for x. So you say 2x-10=-x-1 and solve for x. Then solve for y. You solve that, please.
All lines parallel to the y-axis are in the form of y=some number. Why is this true?
Respond back with your work and if you still need help someone will help.

Perhaps I didn't explain myself well what I need to find is the liner equation Y=MX+B it says find the liner equation which is parallel to the axis X and passes through the lines Y=2X-10 and Y=-x-1

You were very clear. Why do you think that my instructions were wrong? Just for the record, y=27 CAN be written in the form y=mx+b as y= 0x+27. However, in the end do not write it as y=0x+27, just write y=27
