If all else fails, you can fake it.

3 + sqrt(4x-5) <= 1

Solve the equality.

3 + sqrt(4x-5) = 1
sqrt(4x-5) = -2 -- Whoops! Stop right there.

We needn't go any farther. You tell me why.
